Are Germans with a DBA from a recognized British university still allowed to hold the German "Dr." title?

Transition period until Dec 2020: no changes for the Doctor of Business Administration

Until December 31, 2020, the United Kingdom-European Union relationship is in a transition period. For Germans with a Doctor of Business Administration from an established British university (H+ in the anabin classification), nothing changes.

Plan from 2021 on: no changes for German DBAs

From 2021 on - after the Brexit - the KMK plans to include the United Kingdom in the list of third parties on the document 'Vereinbarung der Länder in der Bundesrepublik Deutschland
über begünstigende Regelungen gemäß Ziffer 4 der „Grundsätze für die Regelung der Führung ausländischer Hochschulgrade im Sinne einer gesetzlichen Allgemeingenehmigung durch einheitliche gesetzliche Bestimmungen vom 14.04.2000“ (Beschluss der Kultusministerkonferenz vom 21.09.2001 i. d. F. vom 26.06.2015)'

This document includes non-EU countries such as the USA, Australia, or Israel as countries whose doctoral degrees can be held as "Dr." in Germany provided that the universities and doctoral programs fulfill the general quality requirements from the KMK (recognized institution and scientific doctoral procedure).

How likely is it that this KMK plan becomes enacted?

Including the United Kingdom in this list of third party countries is the plan of the KMK right now, as a phone call with the KMK confirmed. It is the expectable process as of today and assuming that a Brexit deal comes into place. Whether it becomes actually enacted or not, however, depends on the political development and may be subject to changes accordingly.
